Students yes, without restriction. With humanitarian titles it depends on the work authorisation in the permit; the minijob form itself is never forbidden.

I am offered 603 € cash without a contract — same thing, right?

No, that is undeclared work: no accident insurance, no pension, no sick pay, and a risk to your residence permit. A real minijob is agreed in writing and registered with the Minijob-Zentrale.

What if I go over 603 €?

An unforeseen, occasional overrun (at most 2 months a year) is allowed up to double the limit. Regular excess makes you subject to full contributions — then the Midijob range applies.
