At 700 € you gain health insurance and full pension months via the employer. Without other cover (like family insurance) the midijob solves the insurance question entirely.

Retirement is 30 years away — why these 22 €?

It is about status, not the sum: contribution months unlock rehab, disability pension and close gaps. This status is not sold cheaper anywhere.

Does the minijob count toward unemployment benefit?

No: the minijob is exempt from unemployment insurance, so no ALG I entitlement builds. Only pension can be built via the 3.6% — ALG I needs an insurable job (from Midijob up).
