Craft business: entry in the Handwerksrolle

Whether your craft needs authorisation, the four bases for entry, the exceptional permit, and the route for EU nationals.

βœ“ Checked: 11/08/2026

The Handwerksrolle is the register kept by the craft chamber, and for the 53 trades of Anlage A it decides not a formality but authorisation itself: running such a business independently is permitted only to those entered in it. That is why people come unstuck here at the entrance to the profession rather than over paperwork β€” someone rents a workshop, registers the trade and learns they are not allowed to work. The master certificate is not the only key: the statute knows four bases for entry and two exceptions on top.

  1. 1

    STEP

Check whether you need authorisation at all

German crafts fall into three groups and only one requires entry in the Handwerksrolle. A mistake here costs you the activity itself, not a small fine.

  2. 2

    STEP

Choose the basis for your entry

The master craftsman certificate is not the only route. The statute knows four, and one of them requires no examination from the owner at all.

  3. 3

    STEP

Work through the exceptions: exemption and the EU route

If none of the four routes fits, two ways out remain: the exceptional permit and the rules for nationals of the EU, the EEA and Switzerland.

  4. 4

    STEP

File the application with the craft chamber

The register is kept by the chamber of the district where your business is located. Entry and trade registration are two separate acts, and their order matters.

  5. 5

    STEP

After the entry: chamber, apprentices and the master route as plan B

Entry opens more than the right to work. It brings chamber membership, touches the right to train apprentices, and makes the master examination worth discussing.

β€Ί More about this route

This route works through that fork completely: how to establish whether your activity requires authorisation and what the statute treats as essential work, which four routes lead into the register and why one of them requires no examination from you at all, when an exceptional permit is granted and how the route for EU nationals looks, how the application to the chamber works and what has to be reported later. We do not assess your particular case and promise no decision from the chamber β€” the route shows how authorisation is built and where choices cost more than they appear to.

WHERE PEOPLE MOST OFTEN LOSE MONEY AND TIME

FREQUENTLY ASKED QUESTIONS ABOUT THIS ROUTE

Who is this route for?β–Ύ

Anyone opening a craft business in Germany, and anyone who arrived with a craft profession and cannot see why registering the trade is not enough. Also journeymen thinking about going independent.

How does this differ from registering as self-employed?β–Ύ

Registration answers how the business is formally created; this route answers whether you may run it. For the liberal professions and most services the second question never arises; for Anlage A crafts it comes first.

Do you have to pay the chamber?β–Ύ

The contribution attaches to chamber membership, which follows from the trade registration rather than from the register entry. That is a separate topic with its own rules and exemptions for low earners.

What if the qualification was obtained abroad?β–Ύ

Then the recognition rules apply: for nationals of the EU, EEA and Switzerland the statute provides its own framework; for others, the general recognition of the qualification and the route via an exceptional permit.
