Registration also needs a SEPA direct debit mandate for the Kfz-Steuer: the registration office may only register the vehicle once a written authorisation to collect the tax is in place. If you go with a power of attorney, bring the mandate signed by the owner — without it the registration stalls. The exceptions are narrow: tax exemption, or the authority waiving the mandate for undue hardship. § 13 Absatz 1 KraftStG ↗
